MEETING PROCEDURE:
Comments from the Public are welcome at two different times during the course of the meeting: (1) Comments not scheduled on the Agenda will be heard under Public Comments - Agenda Items No. III; and (2) Comments on all scheduled Agenda Items will be heard immediately following the presentation by Staff or Petitioner. Please wait until you are recognized by the Chairman and keep comments as brief as possible. The Trustees will act on an Agenda Item after comments from the Staff and Public have been heard.|

Consider and adopt a Resolution authorizing the issuance of not to exceed $700,000 Sapulpa Municipal Authority Utility System Revenue Bonds, Series 2006; waiving competitive bidding on said Bonds and authorizing the Sale of the Bonds at a discount; authorizing a Purchase Contract, and First Supplemental Bond Indenture; authorizing such other documents and agreements as may be necessary or required; designating the bonds as Qualified Tax Exempt Obligations under the Internal Revenue Code of 1986; and containing other provisions relating thereto. |

2. Consider and adopt a Resolution authorizing the issuance of not to exceed $925,000 Sapulpa Municipal Authority, Capital Improvement Revenue Bonds, Series 2006; waiving competitive bidding on said Bonds and authorizing the Sale of the Bonds at a discount; approving a Purchase Contract, Bond Indenture and Projects Agreement; authorizing such documents and agreements as may be necessary or required; designating the bonds as Qualified Tax Exempt Obligations under the Internal Revenue Code of 1986; and containing other provisions relating thereto. |

3. Consider adopting a Resolution of the Sapulpa Municipal Authority, Sapulpa, Oklahoma, amending the FY 2005-2006 Annual Budget by increasing appropriations increasing in the Water and Sewer Sales Tax Fund to provide additional funds for overtime costs. |

1. Consider approving the following Contract Modification requests to the Water Treatment Plant Expansion Project Contract with Walters-Morgan Construction, Inc. in the total additive amount of $19,050.00: Modification No. 10 – Complete concrete false floor underdrains system due to contractor unable to determine correct volume of concrete for false floor underdrains system from plans and specifications: $7,402.00Modification No. 12 – Due to current layout of piping and valves doesn’t allow adequate room for valve actuators the contractor will add four 24" x 1’-0" spool pieces, one to each of the 24" Finished Effluent/Backwash Supply (FE/BWS) lines in Drawings M-2 and M-3. Also, raise the 8" filter to Waste (FTW) line with the addition of one 8" x l’-6" spool piece in each FTW riser in addition to adding two 90 degree fittings to accommodate the raising of the FTW line. Contractor will raise the valves on the air lines to avoid conflict with the 8" FTW valves: $5,911.00 Modification No. 13 – Add one 24" flanged butterfly valve to 24" FI adjacent to existing Process Building due to Owner requesting an additional isolation valve for added operational flexibility: $5,737.00 |

2. Consider approving Utility Relocation Agreement with the Oklahoma Department of Transportation (ODOT) for relocation of waterlines on State Highway 66, beginning at the intersection of State Highway 66/State Highway 117, and extending easterly 1.4 miles through the City of Sapulpa. |

3. Consider approving Utility Relocation Agreement with the Oklahoma Department of Transportation (ODOT) for relocation of sewerlines on State Highway 66/State Highway 117 and extending easterly 1.4 miles through the City of Sapulpa, subject to securing financing for said relocations. |

4. Consider approving Audit Engagement Letter with Crawford and Associates for Annual Audit, including a Comprehensive Annual Financial Report for period ending June 30, 2005. |
||
5. Consider approving the renewal certificate with Mercer Health and Benefits as Claims Administrator and Price Forbes acting as reinsurer for the City of Sapulpa’s Employee Insurance Plan, and authorize the Chairman to execute the necessary documents. |
||
6. Consider approving the Administrative Services Agreement with Indian Nations Council of Governments (INCOG) for 11949 Community Development Block Grant (CDBG) 05 Grant for sewer line replacement and improvements. |
