REGULAR MEETING - 7:00 P.M., COUNCIL CHAMBERS

As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the City of Sapulpa, State of Oklahoma, will hold a regular meeting on Monday, October 17, 2005, at 7:00 p.m., at the Council Chambers, Sapulpa City Hall, 425 East Dewey, Sapulpa, Oklahoma.

MEETING PROCEDURE: Comments from the public are welcome at two different times during the course of the meeting: (1) Comments not scheduled on the Agenda will be heard under Public Comments - Agenda Item No. V.; and (2) Comments on all scheduled Agenda Items will be heard immediately following the presentation by staff or petitioner. Please wait until you are recognized by the Mayor and keep comments as brief as possible. The City Council will act on the Agenda Item after comments from the staff and the public has been heard.

PUBLIC COMMENTS: The purpose of the Public Comments Section of the Agenda is for members of the public to speak to the City Council on any subject not scheduled on the Regular Agenda. A. Consider and discuss proclamation for the week of October 16

through October 22, 2005, as "National Business Women’s Week"

in the City of Sapulpa.

CONSENT AGENDA: All matters under "Consent" are considered by the City Council to be routine and will be enacted by one motion. Any City Council member may, however, remove an item from consent by request.

 

A. Consider a motion approving Minutes of:

1. Regular City Council Meeting of October 3, 2005

2. Special City Council Meeting of October 10, 2005

 

B. Consider approving Regular Claims in the amount of $346,641.23.

 

C. Consider approving following Prepaid Claims:

1. Health Insurance Claims - $39,587.23

2. City check #65800 dated October 6, 2005 for $23270 to Anheuser

Busch Sales.

3. City check #65801 dated October 13, 2005 for $158.95 to Anheuser

Busch Sales.

 

D. Consider approving Payroll Claims in the amount of $287,369.11.

IX.

PUBLIC HEARING

 

A. A Public Hearing has been set for October 17, 2005 at 7:00 P.M. at the

Sapulpa City Hall Council Room, 425 East Dewey, Sapulpa, Oklahoma

to receive recommendations on Community Development Needs in the

City of Sapulpa that will be considered by the Sapulpa City Council in

developing and approving a project modification to the FY 04 CDBG

Small Cities Project to be submitted to the Oklahoma Department of

Commerce by the end of October. The City of Sapulpa has received an

allocation of $87,013 under the Small Cities Set-Aside and a portion of

the amount is available to complete additional project activities.

A. Consider acknowledging Permit No. SL000019050996 for the

construction 124 linear feet of twelve (12) inch PVC sanitary sewer

line, 1,550 linear feet of ten (10) inch DIP sanitary sewer line and all

appurtenances of serve the Wickham Road Elementary School, City of

Sapulpa, Creek County, Oklahoma.

B. Resolutions:

 

1. Consider adopting a Resolution of the City of Sapulpa, Oklahoma,

amending the FY 2005-2006 Annual Budget by increasing revenues

and increasing appropriations in the Parks and Recreation Services

Fund for the purpose of recognizing the proceeds of the sale of the

Berryhill property and provide funding for construction of concession

stand at the youth sports facilities.

 

2. Consider adopting a Resolution relating to a Community Development

Block Grant for Economic Development Infrastructure Improvements

in the City of Sapulpa, Oklahoma mandating provision of leverage

documentation and employment and beneficiary information to be

furnished on a quarterly basis to the Oklahoma Department of

Commerce for a period of three (3) years upon physical completion of

the public improvements and close-out of the project thereby funded.

 

3. Consider adopting a Resolution of the City of Sapulpa, Oklahoma, and

the Sapulpa Municipal Authority, Sapulpa, Oklahoma, amending the

FY 2005-2006 Capital Improvement Fund (Fund 45) and Series 2000

Capital Improvement Construction Fund (Fund 94) Budgets to account

for the anticipated resident project representative services expenses on

the Wickham Road Elementary School Sewer Extension projects.
