REGULAR MEETING - 7:00 P.M., COUNCIL CHAMBERS

As required by Section 311, Title 25 of the Oklahoma Statutes, notice is hereby given that the City of Sapulpa, State of Oklahoma, will hold a regular meeting on Tuesday, January 17, 2006, at 7:00 p.m., at the Council Chambers, Sapulpa City Hall, 425 East Dewey, Sapulpa, Oklahoma.

MEETING PROCEDURE: Comments from the public are welcome at two different times during the course of the meeting: (1) Comments not scheduled on the Agenda will be heard under Public Comments - Agenda Item No. V.; and (2) Comments on all scheduled Agenda Items will be heard immediately following the presentation by staff or petitioner. Please wait until you are recognized by the Mayor and keep comments as brief as possible. The City Council will act on the Agenda Item after comments from the staff and the public has been heard.

PUBLIC COMMENTS: The purpose of the Public Comments Section of the Agenda is for members of the public to speak to the City Council on any subject not scheduled on the Regular Agenda.     A. Consider a motion approving Minutes of the regular City Council meeting of January 3, 2006.

 

    B. Consider approving Regular Claims in the amount of $880,179.93.

 

C. Consider approving following Prepaid Claims

1. Health Insurance Claims – $52,388.64

 

    D. Consider approving Payroll Claims in the amount of $344,499.99.

    E. Consider approving Special Pay Request: (None)

 

F. Consider approval of City Treasurer’s Revenue & Expense Reports through December 31, 2005.

Oklahoma.

APPROVALS AND ACCEPTANCES

 

    A. Ordinances:

 

1. Consider adopting an Ordinance of the City of Sapulpa, Oklahoma,

making findings of fact; annexing an area adjacent to the City of

Sapulpa in Section 5, Township 18 North, Range 12 East, into and

as a part of the corporate limits of the City of Sapulpa; designating

the tracts to be annexed; providing for the Zoning and Ward

Classification of the annexed area; providing for severability and

declaring an emergency.

 

2. Consider adopting an Ordinance of the City of Sapulpa, Oklahoma,

closing to public use a portion of a platted alleyway lying north of

Lot 7 and Lot 8, Block 93, Original Town, Sapulpa (as more

particularly described therein); and declaring an emergency.

 

 

 

    B. Resolutions:

 

1. Consider adopting a Resolution of the City of Sapulpa, Oklahoma,

amending the FY 2005-2006 Annual Budget by increasing appro-

priations in the Street Improvement Sales Tax Fund for the purpose

of providing funds for participation with the Oklahoma Department

of Transportation for installation of a traffic signal at 96th Street

and New Sapulpa Road.

 

2. Consider adopting a Resolution of the City of Sapulpa, Oklahoma,

amending the FY 2005-2006 Annual Budget by increasing appro-

priations in the Street Improvement Sales Tax Fund for the purpose

of providing funds for Engineering Services for an off-ramp at 96th

Street and New Sapulpa Road.

 

    C. Bid Awards:

 

1. Consider awarding the re-bid of the Fire Safety House to Surrey

Fire Safety House as being the lowest, most responsive and

responsible bid in the amount of $61,485.00.

 

2. Consider awarding financing for the purchase of equipment for the

Major Thoroughfare and Utility Maintenance departments to

American Heritage Bank in the amount of $72,359.99 at 4.95%

fixed interest rate for five years.

    D. Contracts:

 

1. Consider approving Engineering Services Contract with Craig and

Keithline for design of the off-ramp at 96th Street (Hilton Road) and

the Turner Turnpike in an amount not to exceed $26,800.

 

2. Consider amending the contract with Kleinfelder for Geotechnical

Services associated with construction of the Fire Station #4 in the

additional amount of $900.00, making the amended contract amount

$5,474.00.

 

3. Consider approving renewal of Contract Number TT 08028G with

Otis Elevator for maintenance on the elevator at the Library for the

period of January 1, 2006 through December 31, 2006.

 

4. Consider approving the Credit Application from Commercial Billing

Service/Compass Bank for the Police Department.

 

5. Consider approving the Credit Application with COMPUSA.

 

6. Consider approving the Application for credit with the Dorfman-

Pacific Company, Inc. for the Golf Course.

 

7. Consider approving the Sprint PCS Advantage Agreement for

Business for the Fire and Police Departments for wireless

communication, for the period of one year from the date of

approval at a rate of $59.99 per wireless card.

 

8. Consider approving an Agreement for Loan of Fire Equipment with

Oklahoma State University Fire Service Training Center, and

authorize the Mayor to execute said Agreement.
